James Noakes

James is an Innovation Broker for Belfast City Council working on the exciting Smart Belfast programme and City Deal investments – specifically advanced wireless and sustainability. He is the project lead for the Belfast Wireless Innovation Region. 
Prior to this he was an Assistant Mayor/Cabinet Member in Liverpool with responsibility for city services, a £2bn infrastructure programme and their smart city approach. He also worked on low carbon innovation business support at the University of Liverpool engaging with a range of businesses and academic disciplines. 
With a career history in climate change, environment, energy, transport and innovation, James is a practitioner member of the Institute of Environmental Management and Assessment (IEMA); an alumni of the SOLACE Springboard Future Leaders programme, and a Fellow of the RSA. 
He speaks regularly to audiences across the world on environment, sustainability, urban development, smart city, and digital issues.
